In the restructured electricity markets networks remain regulated while generation is exposed to competition. In the first case the incentives for capital investments are function of the regulation imposed by the regulatory authorities. Differently in the case of generation no explicit price control applies, however the regulators may monitor generation adequacy and establish additional market and tariff based incentives to encourage new investments in the sector.

A Smart Grid facilitates dynamic pricing and distributed consumer demand response by putting in place digital communication technologies that make information more transparent and more readily available to consumers in a timely fashion. When some retail consumers choose dynamic pricing (typically either real-time pricing or time-of-use pricing), they respond to price signals by shifting their demand away from peak hours.

Αποβλέπει δε στον περιορισμό των εκπομπών αερίων που προκαλούν το φαινόμενο του θερμοκηπίου, στην ενίσχυση της ασφάλειας ενεργειακού εφοδιασμού, στον περιορισμό της εξάρτησης από ακριβές εισαγωγές ενέργειας αλλά και στη μείωση των αιχμών φορτίου ηλεκτρικής ενέργειας, ιδιαίτερα κατά τους καλοκαιρινούς μήνες.
